Chief Keith Mills was the first police chief of the St. Joseph Charter Township Police Department, serving since its formation in 1973. Before that he spent 25 years at the Benton Harbor Police Department. He suffered a heart attack in 1980 but returned to duty after recovering. On October 18, 1988, Mills reported for duty in the morning as usual but while at home on his lunch break, Mills suddenly passed away.

Chief Keith Mills was born on June 9, 1924 and his body was laid to rest at Riverview Cemetery, St. Joseph, Michigan.
